Records Management Program and Implementation Policy
This policy is designed to lay the foundation of your organization’s Records Management Program by providing a roadmap for taming records chaos by keeping public records safe, organized, and easy to find when they’re needed most. It spells out the overall purpose of the program, as well as role and responsibilities and the overall records lifecycle. This policy is intended to be paired with other RM policies (which I will be posting over the next few months!) and is currently written with Washington municipalities in mind. The Purple Sticker Policy
Not everything deserves a permanent home — and now there's a policy for that.
The Purple Sticker Policy: a simple, no-fuss system for handling transitory records — the short-lived stuff that piles up fast and quietly creates chaos. We're talking draft notes, duplicate copies, meeting reminders, junk mail, and all those "I'll deal with this later" files that somehow never get dealt with.
Transitory records don't document official actions, don't have long-term value, and don't belong on a retention schedule. They just need a clear process for getting in, getting used, and getting gone.
The Purple Sticker Policy gives you exactly that: a physical label system for paper files and a simple "Transitory" folder approach for digital ones. The result? Less volume during public records requests, cleaner storage (physical and digital), and official records that are actually easy to find and trust.
